POSITION TITLE –SUBSTANCE ABUSE COUNSELOR (SAC)
LOCATION: CITY OF SAN BERNARDINO

PURPOSE OF POSITION – Works as a member of a multidisciplinary team, which typically includes clinical psychologists, clinical social workers, and mental health counselors. In coordination with community agencies and professionals, the SAC provides direct clinical services such as intake, assessment, diagnosis, treatment, and crisis intervention; consultation/liaison with community agencies, schools, hospitals, and other related agencies; community education according with program’s objectives, coordination, participates in program development and evaluation.


SUMMARY OF POSITION –
The Substance Abuse Counselor works with the clinical team and reports all tasks and responsibilities to the Mental Health Director. The SAC’s duties and responsibilities are, but not limited to:

• Performs screening in order to determine the appropriateness of a client for services
• Conducts service, psychosocial, and substance abuse screening, which can be used in the diagnosis and services planning process, and provides an orientation to the program
• With the client, develop a Service Plan
• Review and evaluate client’s progress
• Confer with other professionals in order to evaluate individuals’ mental condition
• Performs crisis intervention services as needed in order to manage relapse potential and support the goals of the treatment plan
• Modify treatment plans to comply with changes in client status
• Coordinate counseling efforts with mental health professionals
• Counsel clients individually and in group sessions to assist in overcoming dependencies, adjusting to life, and making changes
• Remain involved in an After Care plan to ensure each client meets his or her goals and needs
• Attend training sessions, participate in case conferences, and staff meetings
• Participate in intra-agency collaboration to ensure client adherence
• Other duties as assigned


QUALIFICATIONS FOR THIS POSITION

Education –
California Association of Alcoholism and Drug Abuse Counselor (CAADAC)
Bachelor Degree or required experience in Substance Abuse Treatment
Access to reliable transportation
Valid California Drivers License
Ability to work well with people from diverse backgrounds, as we are a minority based organization




Knowledge –
• Knowledge in public mental health, chemical dependency systems
• Knowledgeable of the stages of change and motivation-based treatment
• Program development and evaluation, including use of standardized outcome measures
• Knowledge of HIV/AIDS affected communities
• Knowledge of well-established, evidence-based clinical intervention methods and their appropriate applications with individuals, groups, and families
• Professional ethics and approaches to resolve ethical dilemmas in the work with clients
• Knowledge of client centered approach
• Knowledge of community organization

Skills and Abilities –
• Ability to function independently, demonstrating sound judgment in the screening of mental health conditions and disorders and substance abuse issues.
• Ability to develop appropriate treatment plans in conjunction with clinical team
• Ability to utilize a variety of specific, integrated approaches with individuals, groups, and families.
• Apply essential skills to conduct crisis intervention
• Ability to maintain cooperative professional relationships with those contacted in the course of work activities
• Ability to assess the need for and to participate in Integrated Case Management.
• Ability to apply professional ethics in the clinical and general work situation.
• Ability to prepare and deliver appropriate clear and concise communications, both orally and in writing to a range of internal and public audiences.
• Ability to work in a computerized environment
• Ability to assist with program analysis of mental health and substance abuse program
• Skill in counseling
• Ability to identify and assess symptoms of substance abuse
• Ability to maintain files, records, and up-to-date reports
• Ability to administer services according to all applicable policies and procedures.
• Ability to follow the client centered approach
